Delegation Overview

The CONA New States Delegation offers high school students (grades 9-12) in those states without statewide Youth and Government programs the opportunity to attend the Conference on National Affairs. Our New States Delegation is currently available to students leaders from the following states:

Alaska, Arkansas, Iowa, NebraskaNevada, Rhode Island, South Dakota, Vermont, West Virginia, and Wyoming

If you are a high school student in any of these states, we invite you to apply for this year’s CONA New States Delegation using the application below.

Application Process

Interested students can apply using the application link below. Applications will be accepted until Sunday, May 5th, 2019, or until all delegation spaces are filled from their respective states:

2019 CONA New States Delegation Application

Students will be notified of their selection status via email after their application is processed. Those selected to join the delegation will have 7 business days to accept their invitation, or it may be offered to an alternate applicant.

Program Fees & Transportation

Thanks to the generous support of CONA alumni across the country, all members of the delegation will pay our $175 delegation fee to help cover the cost of bus transportation from the airport and delegation materials.

Delegates are responsible for arranging air travel to and from the Charlotte Airport (NC), while busing to and from the YMCA Blue Ridge Assembly is covered in your fee. We also work with members of the delegation to contact their local YMCA to help cover transportation costs.

Delegation Resources

All delegates to the conference research, write, and present a CONA Proposal on a policy issue of national importance or serve as members of the press. A rough draft of your proposal is due as part of your CONA New States Delegation application.

To help you draft your proposal, please use the resources below, which include a proposal drafting guide, sample proposals from past years, and a guide to CONA debate:
